Banner Balance is pretty much supposed to be on at all times, the server was low population, but distinctly not imbalanced, and turning off banner balance should not be a rule of thumb as a first act to do.

I was there when the "argument" happened.Granpappy did turn off banner balance at 20 players not 10 players. Though it didn't affect me.

Server population is 24 currently and I have no idea why he would implement something like this other than the fact to split me and Smoothrich up on purpose.

This is a prime case of admin abuse and it should not be tolerated.  Please remove his admin privileges and let someone else like myself who has been an admin in the past on other servers take over.  I am usually on in the 4am - 8am central time hours.  When no other admins are on.
