i don't see how it's luck, in the summer i would get it many many times, now i haven't gotten since the new strats up.

What's your level? You can't get it when you are lvl 31 or higher. Although I remember seeing someone mention that they might change that. Still, if you are lvl 31 or above, that's why.

Finally I got it again yesterday after 2 or 3 gens right at the start of a new round with all my gear, horse and shield

To force retiring, if you so want to get it.

I like it though, how you pointed out that it's not "fair" for the lv32+. As if it's fair for the newcomers who hardly get to lv30. xD
You're 32, you got some good advantages vs the lv30.
You want to have some crafting skills => retire. That's all. Oh... and pray.

Just to clarify, you can get the message from levels 1-30. So level 31, 32 or higher is the same in that you cannot get the message.
