I don't want to insult or any of that, just going to give my 2 cents. But I've seen him on a siege quite a few times and I can vouch that he does like to TK his teammates freely and think it is okay, he has a very arrogant attitude about him and likes to think he can get away with whatever he wants, like the TKing TWing. He also like to rage and cuss at teammates and people frequently, although I don't know if that can get him in serious trouble.
Being an arrogant asshead isn't against the rules. Insulting teammates frequently and unrelentingly warrants a global mute, but not a ban. I just mute Spook locally, for the most part. I generally don't bother too much with him anymore.
Bypassing autobalance is a breach of server rules, one way or another. While Spook is annoying in general, when I can't hear him, he's pretty much just like every other pubbie out there. So people just need to learn to use the mute button.
At a personal level, I support this ban. People need to know that you can't do whatever you want on servers and get away with it.
For example, in the Mentok and Sendir ban threads, the evidence is irrefutable. And even while I admit that I don't like Idlewild at a personal level, the evidence he brought forward (even in poor spirit) is definitely a good record of the breach of server rules.
I don't have any insider information about the other two bans, but from what's presented on the forums, I agree with the bans issued.
The same applies to this case; there is overwhelming support in the ban of SpookIsland and many have come forward speaking against him.
