There are plenty of one handers that swing faster than the katana. If you use them without a shield. Which is perfectly reasonable, because it's a lot harder to swing quick with a bigass shield in your offhand than it is to swing one weapon with 2 hands.

Langes Messer, secondary mode 2h, its a match for the Katana and it only takes up one slot. Great weapon for archers and Xbow.

Shield has nothing to do with swing speed.

If we were looking at the realism stuff, which people tend to do these days, although only half of the realism stuff (lucky us) into the game, than it is correct that you can swing a katana faster than a nordic sword or something.
It is a very light, very thin and very fast sword and not longer than many onehanded swords.  + you swing it with two hands, giving you much more power
