Trouble with Steam Overlay NEED Assist

okay my overlay no longer works in any game. I can no longer shift tab too msg i must now alt tab then click steam, also i can no longer take screens. Have tried many different things with my steam too no avail please help me. much appreciated

...Have you tried restarting steam and/or Warband?
