As a badmin and occasional admin I'm not really in favour of this right now. Permanent disciplinary measures are, I find, only good for permanent problems. I generally prefer to hope that offenders will change their ways at some point.
I think, if folks like the idea of tougher sentences for these folks, we should first try a few alternatives. What I find most lacking in my toolkit is a compendium or wiki of frequently abusive players. I'd like to see whether or not admin have had trouble with them before, what kind of trouble it was, and whether they had an comments for future judges/juries/exemutioners. There's a neat feature now where admins can comment on existing bans, but it's really not enough. I'd prefer a secret thread or something where we could discuss players/make secret lists and prescriptions.
But then again, perhaps I'm just new to this and other admin likely have much more informed views than me.
