if i use morningstar as 1h does the damage and speed stay same as using it 2h?

I've heard -30% speed and damage.

You get the same penalty for using a 2H as a 1H as you do using a 2H on a horse, but they aren't cumulative (ie using a morningstar on a horse will just give you -30% speed & damage, not -60%)
