That and he/she can draw out every single battle simply by sniping people off and bolting away before being hit.

If by game changer you mean that she makes other people change the game they are playing because they are so bored, then yes. Generally if she's the last one she rides around for 2 minutes missing most everyone she fires at.

While I don't consider Amatsuka to be a "game changer" like others have mentioned, I will say she was one of the few characters that I would adjust my loadout for if I noticed she was on the opposing team last generation as a shielder.
