What does it mean and the most important whats a negative result of this information:
- I can throw
- I can get my weap from ground
- I deal damage
So whats the problem?

You lose power throw, down to the amount of PT your amount of wpf can support. Depends on your armor too, how many PT you end up with

It means that effectively you only have either 9-10 power throw.

your 11 PT is a placebo that deals no extra damage and is a wasted skill point.
