If by "today's participation [of Nords]" you mean the two guys that signed to merc for a non-Nord.. then no, obviously not a declaration of war. Furthermore, seeing as the odds are 170 to 2, it's more of a "for fun" thing than to fight seriously, as you'll no doubt see yourself as well. There's also two mercs from Chaos, for example.
