I would guess it's more about breaking up the nice line of green between the desert and Jamiche.  Also Hawaha looks like it's part of the desert which must be claimed for Afgoonistan.  Maybe you should ask goon leadership to peacefully trade Hawaha for Jamiche?  Of coarse I'm not sure how well you can bargain for a trade when LLJK could just take it and have both.
