I suggest you make a level 30 build that is 24/15, which means you would be:
LVL: 30
STR: 24
AGI: 15
Converted skills to attributes: 8
HP: 59
PS: 8
Shield: 5
Riding: 5
Weapon Master: 5
Using the above build you will be able to take advantage of all of your heirlooms. Reaching level 31 will be a quick process, at that point you convert your attribute to two additional skill points, and you sink your total of 3 skill points into Athletics. Level 32 will be a bit away (doable though considering you are an active player, just one more gen worth of time really), and you do the same conversion of attribute to to skills, and sink 2 points into ATHL (having a total of 5) and the last into IF. This way at level 30 you are deadly and viable, at level 31 you have fixed your turtle problem (which is quick), after some work you finally reach 32 and are agil.
Once you eventually reach level 33 which will take some time you can once again convert, then sink all three into IF, going from 59 HP to 61, then to 67. On the cold chance in hell that you reach 34 (doable if you play a lot and love your build and never respec), you can convert again and have a total of 7 IF and 73 HP.
I say the 24/15 has more potential if you never plan on retiring like you said.
