STF depends on IP or CD key?

Hi,
i wanted to ask, my guildmate plays with his brother, both of them have their own CDkey, and one of them made STF on his account, but the other cannot STF on his now, shows that he already has one made.

Is this a bug or intended?

It should be simply linked to the account, which is in turn linked to the CD key.

I thought so aswell, but it is impossible for his brother to make STF, and he does not have any now for sure, so what could be the reason? :(

UPDATE:
after some cool chat i had with Espu, we found out the guy made STF, but deleted it right away or what not, so that caused this issue.

Let me place a disclaimer here: do NOT log in ur account while drunk!
