It's mostly strategus bugfixes and a few other minor bugfixes.

Shouldn't cause a lot of rage this time.

- increased getting smithing skill a bit
- weapon breaking chance because of low wpf is now dependant on level - means if you are lower, you can use lower gear without breaking
- no upkeep below gen1 level25
- valour text is a bit easier to get now
- horses cant cap flags in strat
- defenders spawn 60 seconds earlier than attackers
- strat xp should work now, although it's disabled so we can check that we don't get enormous xp due to a bug. The exact formula is a well-kept secret. But it's global for your team.
- people in strat spawn now 1 per second, instead of everyone all 3 seconds. So having many losses at the same time hurts.
- dtv should be safe again
- horsemen item duplication fixed
- strat battles now automatically un-password itself after a match
