Armor= Last longer against arrows and cut
Health= Last longer against weapons with bonus against shields.

A shield with high armor and moderate life will serve you well and will be damn near invincible to most attacks... however, if you go against a hard-hitting strength build, it will break pretty fast.

A shield with high health and no armor will last a moderate amount of time on all rounds, but from my experience, will break more regularly.
So with PT >10 stones become simple too effective

^^ all this and...

If you have a HIGH shield skill, you're best served with a shield that has lower armor and higher hit points. You can take plenty of axe hits that way.

If you have less shield skill, (6 or below) I find that you're better off with a high armor, low hitpoint shield and putting it away when you come up against an axe.
