Unable to get new character to show on cRPG

As posted in Tears_of_Destiny's beginner's guide:

To create a new character, simply create it from the in-game select character screen then join an official EU server such as EU_1 or EU_3 etc (any EU_X). After playing there for a few minutes, your character page for that character will be created, and you can play anywhere you want after that.

I created a new character. 
Played for about 20 minutes on an EU server.  I quit the game and went to cRPG to see my new character.
It does not appear on the cRPG character selection screen! http://c-rpg.net/index.php
I have logged out and logged in.  I have been trying for a couple of hours now.

I'll check back tomorrow.
Is there some ban on creating new characters?

When you go to the EU servers with your new character a message in Grey will show up at the bottom of your screen.  Once you've got that number you have to go to the C-rpg login and use that password with your characters name.  Once you get there follow the directions on the site.  Step 2 is the final step, make sure to log into your old characters and drop your characters list (Where you change characters). 

Your new character should be there.
