There is apparently a limit on how many times the key can be used, or something, therefore need keys for the following members of the Guard:

They are using keys to monitor the increasing server load, so of course everyone will be on Strategus after a while, but that's the whole point. After a while, not instantly.

on a serious note i am hoping that each clan will at least be able to get some of the officers into strat since other clans are already getting a jump on it.

This is also not a permanent strat, it's to test. They blatantly stated that it will be wiped whenever they need/want to.
