If it's just one mounted player left, flags should spawn immediately (shouldn't have to wait til the 3:30 mark). 

I say leave it as it is, maybe change flag spawn rate a little.  Horse ranged are annoying, but they are doing their job.  I say let em keep playing as is, and take the flags (if you can).  if you can't cap the flag, then the horse ranged is playing their class correctly...

(I say this as someone who's never played horse ranged, and dislikes them as much as the next guy.  Only difference is I don't think what I like or dislike should dictate what others do in game).
