It seems that the heirloom modifiers are now based on a relative value., but i would like to see an absolute one.
If you choose a weapon with a low base damage, then you are already punished by the ingame damage calculation.
for example (values of damage calculator):
wep 1 - 27 cut 
PS4 / WPP 170  > 42 damage
PS5 / WPP 160  > 44 damage
PS6 / WPP 150  > 47 damage
wep 2 - 32 cut
PS4 / WPP 170  > 49 damage
PS5 / WPP 160  > 52 damage
PS6 / WPP 150  > 55 damage
And with relative modifiers it becomes even worse.
wep 1+ - 30 cut
PS4 / WPP 170  > 46 damage
PS5 / WPP 160  > 49 damage
PS6 / WPP 150  > 51 damage
wep 2+ - 36 cut
PS4 / WPP 170  > 55 damage
PS5 / WPP 160  > 58 damage
PS6 / WPP 150  > 61 damage
