loginI think padded and layered cloth armor has been worn over mail. In this thread, various history-geeks discuss about padded armor, and several are of the opinion, it was also worn OVER mail armor:

I think it makes sense, it's probably to reduce the impact of piercing weapons before they reach the mail. Also, it can hold the mail armor better in place, so that it's more comfortable to move around.
