Estoc should not have 28c, but like 18-20b.

20b is better than 28c most of the time, in terms of avoiding glances.

Did devs change only the amount of wpf you get with a certain level and build, or is the utility of 1 wpf different from before (code-wise, not inflation wise)?

He is technically right though Phew, in that the Estoc didn't really have a cutting edge, it was like a bar mace tapered to a very sharp and sturdy point, meant to stab through chain and plate (or at least in crevices).

So technically its swing dmg should be blunt...

Wikipedia says this:

Blade cross-sections can be triangular, square, rhomboid or flat hexagonal.[1] This geometry left hardly any cutting capability as a sharpened edge could simply not be ground, but allowed the weapon to become lengthy, stiff, and very acutely pointed.[4]

But I agree....blunt on this might be dangerous from a balance perspective.  I would give it 18-20 blunt and no knockdown.

I believe that the utilty of wpf is hardcoded and can't be changed, I may be wrong though, but I'm sure it's only the amount of wpf that has been changed.

Effect of wpf is exactly the same, asked Tydeus the other day.

The change is how much you get for what in your build, among other things.

Nerfed a whole bunch of polearms too for a guy like me with a lvl 30 hoplite and a lvl 18 polearm guy...

Yep, because 2h was at too big of a disadvantage earlier, so they had to give them huge long rondel dagger and nerf everything else.
