Title: Wpf bug

Is it normal that from level 12 or 13 to 15 I have only earned 5 wpf per level?
At level 16 i earned 8 weapon proficiency points... isn't it supposed to be 10 per level?

Ok I've tested on a new char and i get 5 wpf for first level. I guess there is no bug, and at level 18 you start getting more than 5 - 8 wpf per level instead and getting higher
