Sure, we could let the axes have an on_hit trigger that checks on a ground hit if agents are nearby(>2m) and then by a random chance (to simulate the unpredictable bounce direction) makes a damage roll against their leg armor. Just because everyone loves randomness in cRPG.

Im sorry this concept is too off the wall for me and im getting the image of people bouncing throwing axes around corners to clear rooms of hostiles
Btw, throwing axes should only bounce on grass/dirt, when it is not raining. Just try to throw a table tennis racket like a throwing axe on grass then on a solid surface. It works way better on grass (yeah I tried that when I was 9, the racket wasn't so severly damaged as you could think :? ).
