Looking for something really strong at the moment for my second gen character. About to retire my first one which is a PA character whose build I screwed up, any suggestions?
Would like to be able to do something in melee while still being really powerful with bow.
Also would like suggestions for what gear to run armor/weps etc.

Since you want to be more powerful and have melee skill, I suggest
Level: 30
Strength: 24
Agility: 15
Skill to attr: 8
Power Strike: 5
Athletics: 5
Power Draw: 8
Weapon Master: 5

As a little sidenote, I think that the 18/21 build is terribly bad. The damage is fine, but you are too slow with 21 agi at this quiver weight. If you ask me, archery becomes playable somewhere between 18/27 (lvl 35) and 18/30 (even higher, consequently this build is a theoretical concept only).
24/15 is even slower than 18/21, and I wouldn't be happy with it at all, but it is up to you. Unless you are highlevel, going archer with melee is terribly bad, but that's up to you as well... As long as you don't combine archery with a shield, you are bad, but not totally lost. If you feel like playing the way you described, go for the 24/15.

Oh, and unless you have 27-30 agility, there is no way you can run from anything

Well I don't mean like super melee heavy. Like able to block relatively quick and possibly kill low geared enemies with 1h, not strength heavy at all

Basically want to be very archery heavy with like less than 70 WPF in 1h, I just want to be capable of blocking and maybe dishing out a hit here or there.

You don't need anything spent in wpf or ps to block and dish out an occasional hit. I carry the 0 slot hammer or the 1 slot maces with me and do just fine as 18/21 or 21/18.

All at level 30:
Speedy:
18/21 - 6PD, ~170WPF, ~6ATH and some PS.
Good for retiring at lvl 31
Hard hitter:
21/21 - 7PD, ~170WPF, 3ATH, no PS
Gain more ath at level 31
High accuracy:
18/24 - 6PD, ~184WPF, 3ATH, no PS.
Gain more ath at level 31

Only problem is you sacrifice some durability and become a super squishy archer; but its just more incentive to block more.

This is what I consider the best and what worked quite well for me. Examples of high-str archers using melee effectively are rare (only Merc_Algarn comes to my mind). Although something like 21-21 should work quite well too.

I'd really advise you to go for 18 str, for the damage output.
Since the recent armor buff, having only 5 PD feels a bit weak.
Please note that as a new archer, you'll have a very hard time killing thoses archers :
-lv 34+ archers, with 1 more WM, since firerate and precision will make a difference most of the time
-archers with nomad bow, who abuse the superior missile speed of low tier bow, and will aime for that headshot, when you don't expect them to release so soon
Also, to those saying you'll do fine with 1 wpf in melee, i'd still advise to have something like 70 wpf in your weapon of choice.
I personnally have 5 PS and 75 wpf in 2h, and i really do feel the difference. Though i'm weaker against dedicated archers, i really like this opportunity of just going rambo in melee.
My lv32 atm build (aimed for lv33)
15 STR
26 AGI
5 PS
5 PD
8 WM
7 Athl
75 wpf in 2h
171 wpf in archery
Even if you know you can't outrun infantry with a bow, having athletics helps against cavalry, and when you dropped your bow to fight in melee.
Good luck out there, and... don't try to win in a regular "archer duel" against lv35 dedicated archers. It's too much of a pain.

I have this almost exactly but with 54 melee wpf and 160 archery wpf at lvl 31 on an alt.
I like it and it would definitely work for retiring at lvl 32.

Have a look in here, maybe you will find some interesting things for you :)
And as Bulzur said, you will have really hard time if you will try to shoot against hi lvl archers, but don't forget that hi lvl is not giving them immortality, they are still dying if they gain enought dmg :)

Except Im at a crossroads right now, do I go 18/24 at level 34 or do I just start converting points and start getting random skills.

As happy said, I'd go 18/24. extra wpf and ath. Then I'd put the rest into IF. So something like.
18 str
24 agi
6 PS
6 PD
8 ath
8 WM
1 IF
Then either put a bit more into archery wpf to see how far I can get it or bump up my 1h to do a bit better in melee. That is what I'd do though.
You can try and make it something that can do HA as well but.. that negatively affects your ability to do well on the ground.
Or even go 21/21. Wouldn't do it but you could for another PS and PD.
