HA was not allowed because they dragged out every single round. However they were mainly disallowed in things like the NL because everyone complained about them. Plus they are allowed on most servers except for the 'good' clan servers such as IG where they only follow the native league rules.
Yes they maybe annoying here however thank goodness they do not have the accuracy or the damage that they do in native.

Look at the difference between a player running at save distance shooting you and a player you're fighting in close distance. Before you hit an horsearcher (if you do at all) he probably shot you few times already.

Bitch please, it costs a lot of gold to run HA, theyre squishy, suffer maluses, are a prime target for just about everyone and theyve suffered some of the heaviest nerfs to balance them. The only issue is team balance which can put too many HAs on one team and not enough counters on the other, but that can be said about any ranged and cav in general.
