I figured this would be the place to ask why its so expensive and the highest level shield?

Probably just from decent coverage and high resistance. It can take a huuuuge beating against any non-shieldbreaking weapon. You'll almost always just die before it breaks.

I have literally never seen a steel shield break to a non-shield breaking weapon.

I had a +3 steel shield with 5 and 7 shield skill on different gens. It is basically a compromise between the steel covered round shield and the huscarl shield. Amazing coverage , very high durability, but a very slow. With high shield skill (7+) you can take many hits, even from a 2 handed axe. Hardly anyone uses it, but if you are going for a build with high shield skill try it out before dropping the idea. I know people in the duel server have tested it and you can catch HUNDREDS of arrows. That's multiple archers with 2 full slots firing at only you.
The speed rating is very low, and makes it tough to use well with only 6 shield skill. If you can block quickly enough though, it is hands down the strongest shield in the game. Battle server matches don't last long enough to really take full advantage of it. In strategus, no army ever has them. But on the siege server and DTV, the steel shield is godly. You will run out of patience or lose area control due to your team before the shield breaks. 100% of the time.
Also the model is very shiny and gives you a unique appearance in game! :D
I'd like to see it rebalanced since so few players use it, but if done correctly it is not weak at all.

Because it's fucking unbreakable... even with the minimum skill to use it, it will catch iffinite arrows or infinite non-shield breaking weapon.
Shield breaking weapon will still take a lot of hit to destroy it.
Also it will resist most hit from crushthrough weapon, except maybe a +3 great maul used by someone with 27 STR or more.
Downside, it's slow and it fucking weight a ton, slowing your movement speed a lot.

That's a good question, and one I'd like to ask the balancers myself. I wouldn't mind it being extremely slow, 1.5x the weight of a Great Maul, and lacking in width and hp if was at least competitively priced. Thing is, though, the Steel Shield by itself costs more than the 1h + shield together of many shielders and costs more than any 2h that isn't a greatsword.
As far as I can see, there is literally no point to using one in any kind of serious build, because if you have the 6 shield skill required to use it, you would be better off with a normal Board Shield, Heavy Board Shield, or Huscarl Shield if you are in the market for a very tough shield.

Oh yeah, I totally forgot that in my post: THE WEIGHT. This helps to lower the chance of Crushthrough, as Dach mentioned, if I'm not mistaken; it happens more rarely for Great Maul and pretty much never for Maul/Mallet (unless they're like, ABSURD STR/PS).

I love the steel shield, man. It is a bit costly, I'm not sure if its worth it...but if you have the money it is.
I had a +3 steel shield once and I felt like fucking Captain America. It was a lot of fun. I could hold a flag on siege defense or a chokepoint forever until teamies arrived or the 2h spammers starting making mistakes and I could wollup them.
The trick is to recognize it is slow. Don't try to flinch block...turtle up until you know you can hit. Its main strength of course is its durability, so focus on using that aspect.

i dont know, as a shielder it def helps. you can get around people easier after they do stupid swings

I owned a +3 steel shield and it's AMAZING
My favorite part was when people with axe raged at me and stoppend chopping my shield.. (had 9 shield skill :P )

It does last forever. Also, took hits from a lance like a champ

Also, im thinking 21-18. At level 30 7 ps 7 if 3 wm. At 31 put 3 points into wm and have 6 wm. With wpf of atleast 150 you can still be fast with a spammy weapon. You can even afford heavy armor. I might try this build

I will use it with my 12/24 shielder. 8 shield, 8 ath, weapon with 101 speed. I hope I'll be able to try it today. Up to now I used the huscarl shield which I thought is built to last forever...

When some of the polearms and an axe hit it goes down but it still takes hits

Been spammed by poleaxes, swords, longspears and morningstars... nothing happened. The shield health went down by one stage... I love it

The steel shield. With 8 shield its close to indestructible, the downside is the really low speed.
Huscarl shield is very durable but allows quick swings at enemies.

I don't know how people use the slow shields. All the Str 2h just hold their swing indefinitely when facing a shielder now. With the fast shield, you just feint dropping your block, then raise it again really fast before the attack lands. Also, they spam kicks while holding, and the fast shields recover from being kicked fast enough to block the swing sometimes.
I thought 87 speed on the +3 HRS was a tad slow, but even the 100+ speed shields seem to be slower than manual blocking, but maybe that's a consequence of ping.

Teamwork. If thats not available due to last one alive, use patience and dont run into kicks.

Best use I can think of for steel shield would be as the first one up the ladder in siege. You are nearly crushthrough immune, no amount of throwing weapons/arrows/bolts will break your shield, and once over the top you can turtle up while (hopefully) your teammates make it up and help you.

Yeah, help you die a quick, painless death from a quick overhead through the brain stem.

The bad part of that strategy is that your team will sit still, single file, on the ladder. They will wait for you to die before they come up to fight. It's the way of the ladders.
The real advantage of a nearly unbreakable shield is supporting offense-oriented teammates who don't have a shield of their own. Jump from skirmish to skirmish, forcing enemies to limit their footwork or be punished. Shield skill above 6 will let you catch blows that would hit an ally next to you. Try to bully throwers into wasting ammo on you. Engage axemen without fear. Tie up enemy assault like a good shielder should.
Or, as I stated earlier, just be a fucking cork stopping up a hallway or doorway in siege. Learn to dodge kicks and you're golden.
