Can't even install wse2 beta. When checking for updates to install it just fails and tells me "operation timed out".

Try to turn off your firewall/antivirus and do it again. Also try to reinstall crpg (fix files).

Well when trying to install it says

"the remote name could not be resolved 'dl.dropbox.com'"

You could try to set your DNS server manually to the one of google:
Primary:8.8.8.8
Secondary: 8.8.4.4

Well, my guess is that if the title were actually describing the problem a little bit more, some may have found their way in here.

Calling a thread "Hmmph" might work in the spam section but is pretty useless in here...
