Title: 1/3rd rule on attacking larger armies is not working

Its not a raid but a siege.  I thought this was fixed at the end of Strat 2.0 where you need 1/3rd the troops to attack a fief or player.  Now I have been seeing a bunch of 100 v 1000 attacks and many being won because no one is hired by the defenders (probably because they don't realize the system isnt working again and that they can be attacked).  The winner actually takes the fief instead of just raiding - which also was an issue at end of strat 2.0 and was fixed for 3.0 but now is a problem again in 4.0.

that rule doesn't apply to fiefs in order to allow raids.
should still apply vs players though.

But these "raids" have actually ended up as sieges instead of raids and the fiefs have been taken because no defenders were hired instead of just losing gold and items.  This was a a major glitch which caused an early reset of Strat 2.0 when a lot of factions tried ot take advantage of this.  it was fixed in 3.0 but now is not working anymore in 4.0.

The rule requires you to have 1/3 of the defender's army, population isn't counted as army.

Not accurate.  in Strat 2 and 3 you couldn't attack a village with less than 1/3rd the population unless you were raiding, but raiding only got you the gold not the fief after the debacle at the end of strat 2.0
