Good idea, but hard to implement. Turn speed needs to be synchronized between server and clients, and the latter don't really know when a block/chamber takes place. The server would have to notify them with a network event, but that can't be added without heavy changes to the client software.
Not impossible, no. It would be easy to add if we had a custom client, but we don't... for now.

There should be more ways to improve chambering, because
-good players will block 80-90% sideswing chambers which makes it not really a viable option
-chambering 1h weapons is most of the times pure luck
-for hold attacks you can often only guess the time of release, trying to chamber when animation starts is usually too late - depends on weapon speed/enemy etc.
-stab and overhead chambers often miss because of the turn-limit especially with slow weapons or vs fast enemys or both ofc.
-chambering a stab became way harder, since speed has been increased? two months ago I could chamber 90% of non hold stab-attacks, now I hit perhaps 30% - but might be just me^^
right now its mostly high risk for little effort, but its still fun :D - and yes I try to lobby here
Good idea but after reading what cmp said I don't think it's worth it to try to implement.
I think it would be best to just increase the game speed if we want the game to require more skill.
