When a rider has his horse killed does he get fall damage? Well he should.
Also his weapons should fall near the horses body.

makes sence, you also take damage when a horse hits you at full speed so why not take damage when falling off your horse at full speed.

More often then not when I kill the horse I can kill the rider before they can stand up and block.

With this system of damaging them further (Half the time my swipe kills the horse AND damages the rider) as well as disarming them (that part I don't understand, why is his scabbard falling off his belt?) there really is no challenge at all to kill them.
