I feel like a duel bracket should be made to make a proper tiering. I generally think the list is 70% correct also it would be fun to do somthing other then battle and start all day.

If we did that, then this would no longer be a tier list for overall skill (as the title implies), it'd be for dueling skill. Maybe someone in A tier could beat someone in S tier in a ft7, but if that S tier player consistently outplaces that A player in all other modes, what does it even matter?
