Oh thank god someone explained it much more simply. I realized as soon as I finished typing all I did that running it through any translator, or even having English as a workable second language would lead to much frustration when interpreting my post.

What you posted is a torture to read for someone who isn't quite comfortable with English.

38 lvl too much power
So 38 lvl is very very hard to get, needs too much exp
no lvl 38 = everyone is lvl 36-37 = everyone is equal = fair game.

Maybe you're right. 36lvl is perfect, 37lvl is not necessary. As for 38lvl, I think 0.3-0.4 billion XP more appropriate. So that everyone has the power to continue to play.
