Well I haven't played it but seen some alpha/beta gameplay where they mentioned there is no empire building and global map. Maybe I understood that wrong.
Not sure where you got that idea lol, it's your usual Total War business with a Warhammer theme, except Agents and Lords are single powerful controllable units on the battlefield. It doesn't look too bad really, but I am not going to expect anything great either.
I will get this unless it has a horrendous launch then I'll wait, but I will be buying it off Kinguin or something like I did with Attila and got it for much cheaper. Kinguin already advertising £25 pre-orders, the key may come from other key sites but the small fee for Kinguin protection covers your arse, I've never had a problem with Kinguin keys regardless.
It might not include the DLC as I'm not sure if they will just be getting release keys and sending them to you on release day, but it's half the price of the Steam pre-order and you can bet your money the DLC will be cheaper on there too, meaning even if you have to buy the DLC seperate you'll get both for cheaper than pre-ordering. OR You can go the Steam Refund route, pre-order it for £50, the only advantage this gives you is being able to test the fully legal retail version for 2 hours before refunding it if it's bad, but personally I'd rather wait and pirate it than relying on 2 hours to test a Total War game.
