My take on making it "Nations" is probably to avoid having teams made up with clan members only.
If there are several people from different countries who want to play, I am sure we can allow an International team with those players.
Everyone who wants to participate should have the possibility to do so.

Question: Since this is a nations cup, are NA allowed to enter? And if so, if its an NA/EU match up can we do one map on the NA server than one map on the EU server so both sides get dicked by ping?

NA teams are allowed to join and we will play 1 map on each server.

Why NA Teams....
It's unfair if you have to fight an NA Team and the others dont have to, they should get their own event.

This is just a scenario:

9 swedish players, 5 of those will make a team, and the other 4 will make their own team
 - that will mean that they can merge with another country.
10.) You can also create an alliance between 2 countrys. (Only if there are not enough Players. For example the Team AUT/CH)

That means that this "nationscup" is pretty much useless:
11.) There are no official Teams of one country. Everyone can create his own Team.

Since Sweden have enough for one team only (all swedish), but decide to make 2 and merge with another country.

As there is already one team for this country, it means that the alliance is not needed. I'm pretty sure the 4 swedish can find a last one. This rule is made for case like arthur:

Yes you can, you have to create an alliance team with another country that doesnt have enough players.
