The one I linked to seems to be the recommended one at all torrent sites etc. There was a pretty comprehensive list on one of the "hacker chans" on which VPNs were reliable and which weren't (some of the ones claiming no logging at all still sent logs to law enforcement etc). If you're just getting a VPN to play CSGO though then the fastest and cheapest is probably your best bet.

TunnelBear also gives you 1,5 gigas of free bandwidth per month, you should try that one to see if your ping is any better.

Tried to get a mission done on log for the pass, getting 8 fucking wins on log on comp.

1st: Ended with 39/19 or something, with 2 bots at the end. My team was filled with bad players and two kids.
2nd: Two smurves/trolls out of 5 players, got kicked at mid match, for fun.

This game has tremendous amounts of shitheads, retards, and kids. Out of 10 fucking matches, won two of them, still got no comp rank.
