My xbower was 12/24 at level 30. 4 PS and 75 pole wpf was plenty to actually get kills.

I had a 15/27 alt before

9  wm, than tossed to rest into IF and PS
I had a insane amount of wpf in pole and 1h
That was using the long axe though

But it could work with staff
You'll be fragile and weak, but fast

wouldn't suggest polearm for HA the weapon sticks up behind you when it is sheathed obstructing your view.
short spear might be ok but quarterstaff for sure gets in the way.
blunt is good but range is short if you want to be fighting from horseback at all.
A really high cut weapon can be effective (like Arabian cav sword)
