Is it possible to change fief owner somehow or the only possibility is too attack it?

The owner if he in the fief can transfer the fief ownership to the person.

Don't remember if the person receiving the fief had to be in the faction or not

You can change fief owners if both parties are inside of it. Doesn't have to be a faction member either. Just did it the other night

there is 2 way to change owner ship of a fief.

1 both party have to be in the fief(inside) and the owner can use the command at bottom of the page transfer fief owner to....name(does not matter if you are in or not the same faction) no need allow incoming transfer...
2 attack the fief with the one you want to be fief owner.(has to be in a different faction to attack)
