Cant join strat faction?

My member and i are trying to find out how he can join the strat faction and he cannot join? how does he join?

First of all, find eachother on the map.

Next, have him click on your name.

Then have him click on the "Faction: (faction name)"

He should see a button to apply from there.

There used to be a page that you could link to people, but it was removed and is apparently being put back in.
