I think if we implemented a long range(thus lower risk than melee) 1-shot-to-all weapon in game, I'd immediately quit crpg. At that point, you've made it imperative in battle servers to have an arbalest every round, even if it was only for shotgunning. Lets just remove skill entirely. Better yet, lets just add more RNG, I know exactly how it'll work.
First, we'll implement a dice feature into the mod and it'll come with gambling while you're dead. Then, because everyone loved it so much, we'd change crpg while you're alive to a gamble as well. You just roll the dice and if you end up with a bad roll, your character dies. Sometimes you get lucky and end up with a kill, other times you're getting one-shot by a poor RNG system. All for the better though.

What's so wrong with being one-shotted sometime? It's like you never played any FPS out there... I will not count how many fucking thing can one shot you in this kind of game... and weird people are still playing them...
Random chance of dying is bad for the damn elitist in this game...

It's a damn game... a bit of random = lots of fun IMO...
What I think you are doing sometime is balancing the game for the few elite in this mod and removing the fun for the random scrub who isn't a master at melee in this game.
