No he means Respec.

You can now redistribute all of your skill/attribute points at the cost of 50% of your XP.

respec at cost of 50%xp, you still have to grind the other 50%... And skip the fun will never have chadztext...

Also, info from another thread and from irc:
chadztext give you a +3 on specified item (?) and -1 to all other gear you´re wearing.

You can respec at level 31 back to level 30, and respec once you hit level 31 again. It's not a grind if you're at level 30 with a fully developed build, you're just playing, but you can essentially stay at level 30 if you really care about the chadztext.
