I've gotten this message on like 4 different occasions on 4 different alts. Some I haven't even played a lot on and I got it so I don't think it matters much about time played.

I've noticed that the people getting the message on more than 1 occasion are most likely people who play the game alot. I beleive the message is tied into how much time you put in.

I beleive the bonus is increased xp.
