Stunning huskarr when he is low is obviously better than when he is full because his damage will be skyrocketing when he is low, while only being average at full health. So get him down low, and then stun to prevent him from using his passive.

Yeah and you know what stuns are used for? Initiation. You know why they're used for that? So that you can actually fight your opponent instead of them kiting you before you're in range to do shit. You know what Huskar is also more likely to do at low HP? Die. What helps you to get him to low hp? Using your stun so you can get to him and using it to deal damage while he doesn't resist magic. You also know why Huskar is dangerous in the laning phase? Burning Spears. His low-hp boost is negligible early/early-mid, especially if there's two of you.
