Roh doesn't break the rules.
Ban history would disagree with you, granted ROH's been around awhile & most of the bans are quite old.
Anyways judging from the screenshot the teamkill seems careless at best, intentional at worst. It is however at the end of the round, with a 13 shield skill shielder as the last alive. I don't know how many people were still on the winning team at the time, but end of round kills are generally treated with more leniency.
That being said, it doesn't mean it's OK to teamwound, and if the person you are hitting doesn't like it they should report it in game(as you did Vesarius) so if it keeps happening in future rounds it's just as ban-worthy as anything else.
