I prefer 18/21 or 15/21 as a shielder with cleaver.
Sure, the 7-8 PS of your builds is sweet, but with the extra agi you can fight better in 1 v many, dodge cav (except for fairy horses), have a bigger forcefield, chase those pesky archers, your shield lasts longer... And with some decent speed bonus and 38 base damage (if MW), you will only bounce if you screw very badly or are up against a tincan.
Yet again, I always prefer agi oriented builds.
