well exactly we use social capitalism the thing is to target more the people who need help but doesnt say no to money ofc, we doesnt let people fall loosing their jobs like america does here they get instead an amount of money,free  flat,water,electricity etc to survive so they arnt int rouble etc until they find a job but the money depends on how long you r jobless the first months you get a very good amunt of money but if you dont search for work and stuff you get lesser until its  enough to survive and nothing more but still they have more as the people get what you do
