It's not, I had really good overhead accuracy before and I sometimes just can't keep up with my opponent turning. Overhead was my favourite attack and now it's a lot less good and I resort to leftswinging like the rest. Why would maul users have a hard time landing overheads anyway? Apart from ofcourse, that the turnrate nerf completely screwed the overhead of any short weapon, which isn't the case according to you.
I use short weapons all the time. Anything from 64 length to 98 and I land overheads all day long. Sure doing overheads is different now, but it's not hard at all. Instead of turning your mouse, you have to actually move your character's feet. With the combination of the two, it's terribly easy to put yourself into position for an overhead. Once you get better at it, you can start your overhead animation while you're still moving and land it as soon as you're in position.
Turning nerf was more of a nerf to people with low athletics, 'cause they have shit acceleration.
The reason it's harder for maul users, is a lot of them stack strength. Combined with mauls being incredibly slow, you have to have really good aim to use one well now or just have bad opponents. I still have fun beating the hell out of people with my long maul though.
Anyway the devs have said they aren't going to change it, so might as well get used to it. If people spent their time learning the new overhead instead of making posts about it, they would all know how to do it by now.
