depending on how much Grey Order members they can disguise as non Grey Order members.
Wich is stupid rule if you ask me, as it might not matter for some nations that have their members in few different clans but for example Poland, and maybe some other countries (Gnjus mentioned something in other topic about it) this complete bullshit. GO associates most of Polish cRPG players, there are of course few in some other clans, some are factionless lone wolves, but to be honest noone of those that I know I could call with clear conscience better teamplayer and more skilled then core members of Grey Order. There are few decent (maybe even more then "just" decent) players, like Chagan, Blueknight, Wabbjack or few others that I can't recall their names at the moment.
If that rule will be applied as final rule (I mean at most 4 members from from clan in ~ 16 players team) then it would be significant weakening of Polish team.
