In my eyes we also need to take into cencern the secondary skills of people, who we want to get awarded, because only the ingame skills would be very one-dimensional and take a lot of depth of this award system. Rewarding many people for many different aspects of a community means diversity, personal freedom of development and encourages dedications in ALL directions, not only those which are considered "important" and "unimportant" by the community, which definitely increases the fun level.
We also need to take into concern that there are positive and negative nominations, and certain people can get nominated in several categories and might even win several awards, so we need to clarify what to do with them. In my eyes the most balanced version would be to simply add up the rewards for several awards, this way the prices would be proportional to your dedication within the community.
Another basic imbalance are clans, motivating to vote for clan members instead of the "true winner", but I fear there is not much we can do about, because it would be in no way viable to give all clans only one combined vote per category.
And finally we need to determine which reward you will get for winning in a category. A loom point? Enough XP to reach level 42? A looney toons axe with 105 speed and 49c damage? A Batman armour?
With this enormous variety of people and award categories I don't know where to start. I will probably need to create a few graphics to keep everything simple.
Let me just start with the suggestion of a special category which is rather related to the secondary skills within the community, instead of primary skills on the server:
