I see nothing wrong with his actions. If someone is being an asshole you should report them, even if you are in the same clan. Ive kicked or temp banned Mercs before because they were breaking the rules. Should I have not  done this because they are in my clan? If we follow those loyalty rules, people from Mercs and guards can do pretty much anything without being reprimanded. And dont even get me started on nords...
