EU's not a faction...even if EU factions took over the entire map it wouldn't mean "EU" won.  It was never EU versus NA.  It's a faction versus faction game, and factions can use this crazy thing called diplomacy to better their chances of not being exterminated.

Strategus shouldnt be over when there are around 20 landowning factions still in there, but i have no idea what the winning conditions are really, if there are any. IMO it should be one faction owning all fiefs (with separate strateguses for NA and EU).

If there were official winning conditions i think there would be alot more action in strat.

It was never EU versus NA.

Uhmm... I thought thats the goal of the game: EU is heaven, NA is evil, tied in an eternal fight which is won by EU. Uhmmm... I'm confused now
